Admin roles

Crewdesk has three kinds of admin. None of them comes from AMP's own roles (they aren't readable with a user's token), so each is granted explicitly.

Role	Who	Does
Server operator	Whoever runs your Crewdesk server	Invites and revokes users, sets usage limits, chooses where each user's turns run, grants the other roles, publishes releases. Uses the server's own admin CLI, crewdesk-hub.
Organization admin	Granted per organization by the operator	Sets the organization's policy and shares assistants with it.
Note admin	Granted per organization by the operator	Curates knowledge notes and can turn Stop all on for the organization.

Every admin action is an audit row: who, what and when.
